The Center for Social Justice (CSJ) has carried out an analysis of NHS data which estimates that general practice in the UK issued more than 40,000 sick leave notes in the last year, a total of 11 million. According to CSJ, this number was reached by dividing 15 million notes in 9 days with the recommendation "not suitable for work". The think-tank says the high number of notes being issued suggests that GPs are too overwhelmed to adequately assess individual cases. CSJ refers to this situation as an "unemployment crisis" that functions more as a "gateway to welfare and dependency" than a route back to work. To tackle the problem, the CSJ is recommending the minister move responsibility for issuing health notes from general practitioners to a new work and health service, where they would work alongside employment advisers.
