The Department of Health and Human Services (HHS) spending bill for fiscal year 2026 has run into trouble over the ICE funding debate. The House of Representatives approved a spending package on January 22 that includes funding for HHS, DHS and other agencies through the end of September 2026 to avoid a government shutdown after January 30.[1][3][5] Democrats have been frustrated by the lack of regulation of ICE following recent incidents in Minnesota where agents caused fatal clashes[2][5]. The law allocates $64.4 billion to DHS, including $10 billion for ICE at current levels, with a reduction of $115 million to enforcement and removal of migrants and 5,500 beds in detention centers[1][2]. It includes $20 million for body camera vests for agents, conflict resolution training, and $20 million for independent surveillance of the facilities[1]. The package also includes 4.6 billion for community health centers, PBM reforms and extension of public health programs[1]. Seven Democrats voted with Republicans for approval, although Democratic leadership, including Hakeem Jeffries, criticized the lack of restrictions.[1][2] The bill now goes to the Senate[1][3].
