The Centers for Medicare and Medicaid Services (CMS) is an exception in Trump's second administration, which has otherwise faced criticism on health care.[1] While other health agencies have faced politicization and demoralization, CMS has emerged as a "shining star" and is making changes within its core missions.[1] CMS has successfully strengthened primary care by increasing pay for primary care physicians and reducing specialist payments, a reform long advocated by experts.[1] The CMS Innovation Center has been productive without dismantling progress from previous administrations and has already built on existing successful models focused on primary care.[1] CMS has proposed increasing Medicare Advantage payments by just 0.09% ($700 million) for 2027.[1] Although CMS cannot control the massive cuts to health care access resulting from tax measures, it has had success on issues within its purview.[1]
