These cuts led the National Institutes of Health to abruptly end grant funding. More than 74,000 participants were affected. One researcher studying the effect of PrEP prevention drugs reported that some participants would have been infected with HIV without the study drugs. Clinical trials bring new treatments to market. They determine which professionals receive training with the latest technology and who has first access to new procedures. They also influence where jobs and investment migrate.
