Russia's full-scale invasion of Ukraine has caused a public health disaster. After four years of war, more than 47,000 Ukrainian civilians have died. About 5.6 million people have fled abroad and 3.8 million have been internally displaced, disrupting the provision of health care. Russian military strategy has deliberately targeted medical facilities and related infrastructure. Since February 2022, 2,591 such attacks have been recorded, and their frequency is still increasing. These attacks represent clear violations of international law that are becoming increasingly normalized.
