In 2025, attacks on healthcare in Ukraine increased by almost 20% compared to 2024, with the WHO documenting at least 2,881 attacks on healthcare workers, facilities, ambulances and medicine warehouses since the start of the war on 24 February 2022. They peaked in the third quarter of 2025 with 184 attacks, killing 12 people and injuring 110 health workers and patients; attacks on drug depots tripled. In the four years of the war, 233 health workers and patients died and 930 were injured in these attacks. According to a December 2025 WHO survey, 59% of people in frontline areas rate their health as poor or very poor, compared to 47% outside; 72% experienced anxiety or depression, but only one in five sought help. Eight out of ten people do not have access to the necessary medicines, rehabilitation is limited to 4% of hospitals and 3% of facilities with prostheses. WHO helped 1.9 million people with supplies, evacuations and training in 2025, provided 284 generators and is asking for $42 million in 2026.
