Evaluation of antimicrobial resistance governance across 193 countries to inform the 2026 Global Action Plan update

The study assesses the management of antimicrobial resistance (AMR) in 193 countries to inform the 2026 update of the Global Action Plan.[1] Countries with strong multisectoral management and early adoption of surveillance have achieved long-term improvements in AMR reduction.[1] AMR surveillance management in low- and middle-income countries has been strengthened over the five years to 2024, and is approaching that of high-income countries.[1] Southeast Asian countries have shown relatively strong improvements, a notable exception to the limited global progress.[1] Of the 15 indicators, clear progress was reported in only four: two on strengthening AMR surveillance in human and animal health and two on regulatory frameworks in animal health.[1] More than 170 countries have developed multisectoral national action plans on AMR.[3] In 2025, 104 countries reported data on antimicrobial resistance and use to the GLASS system.[3] The study highlights the effectiveness of initiatives like the Fleming Fund in strengthening surveillance in human and animal health.[1]
