Ministers plan to make it easier to remove doctors from the medical register for racist or anti-Semitic behaviour. The General Medical Council (GMC) will be given new powers to appeal interim decisions by the Medical Practitioners' Tribunal Service (MPTS). The current system does not allow the GMC to appeal such decisions, allowing doctors to continue working pending a full court hearing. The GMC will have the right to appeal to the High Court against decisions by the MPTS that it considers insufficient to protect the public. The government agreed to strip the GMC of this right in 2018 following recommendations from a review by Norman Williams, former president of the Royal College of Surgeons. Williams' review said the law had "unwelcome and unintended consequences" and "discourages reflection and learning".
