Ophthalmologist Roman Svoboda at the Prague Institute of Aviation Medicine defrauded approximately 250 patients, mainly seniors, by illegally collecting money for services covered by public health insurance. The court approved a plea agreement in which Svoboda received a fine of two million crowns and a five-year suspended sentence. Military police investigated the case for six months and determined that the damage ranged from 100 thousand to one million crowns. The institute is implementing new security measures including mandatory presence of a second healthcare worker in clinics during afternoon hours, expanded internal audits, and regular employee training on ethical standards. Patients will be informed about which procedures and medications are fully covered by public insurance so they can recognize unauthorized payment requests.
