A doctor named Roman Svoboda continues to work at the Military Institute of Aviation Medicine in Prague despite defrauding approximately 250 patients, mostly elderly, by illegally demanding payment for medications, examinations, and medical procedures that were covered by public health insurance. Military Police monitored the man for six months and documented over 250 cases of unauthorized enrichment. The doctor confessed and reached a court-approved plea agreement with the state prosecutor, receiving a two-million-crown fine and a two-year suspended sentence with a five-year probation period. The institute has implemented new measures requiring all payments to be collected exclusively at reception desks rather than in medical offices. A colleague had reported the fraudulent activity to the institute's director in spring 2023, but a subsequent internal audit failed to detect the misconduct.
