Outpatient specialists are facing a difficult economic situation due to a reform that shifts care for less serious patients to general practitioners. According to Zorjan Jojko, chairman of the Association of Outpatient Specialists, insurance company payments are not increasing despite remaining patients being more expensive - their treatment costs on average four times more. The Ministry of Health acknowledges the need to revise the PURO payment system, but postpones comprehensive reform until 2028. For 2027, the payment regulation will not address this problem. Jojko warns of mass closures of practices and collapse of available care if the situation does not change. The Ministry transfers responsibility for care availability to health insurance companies, which have the option to address the problem through individual contracts and payment adjustments.
