A one-core, four-dimension framework for teaching–management integrated governance in medical universities

The article presents a new framework for integrated teaching–management governance (TMIG) in medical universities, responding to digital transformation in this sector. The proposed model is built on a single core focused on virtue-oriented talent cultivation and comprises four dimensions: values and philosophy, organisational structure, data platform, and operational mechanism. The framework integrates governance theory, general systems theory, and medical education standards. Three enabling logics (theoretical, practical, and safeguarding) explain how digital-intelligent technologies can couple teaching and management into an evidence-based governance loop. The analysis is based on a targeted review of PubMed, Web of Science, and Scopus databases from 2014–2026, considering approximately 30 key works. The framework is presented as a conceptual foundation for future empirical research and evaluation.
