Leaders of Czech health insurance companies agreed that the main obstacle to developing preventive care is the current payment system focused on medical procedures rather than rewarding the maintenance of patient health. According to them, it is necessary to change the payment system, strengthen primary care, and reconsider how insurance companies manage prevention funds. The head of the General Health Insurance Company Ivan Duškov emphasized that healthcare workers are currently paid for procedures, not for disease prevention. The CEO of the Czech Industrial Health Insurance Company David Šmehlík stated three reasons for greater emphasis on prevention: healthier patients, better management of future healthcare capacity shortages, and cost savings. All agreed on the need to strengthen the role of general practitioners and outpatient clinics. The discussion also addressed the effectiveness of subsidies from prevention funds for physical activities, whose actual health benefits are questionable according to Duškov.
